Rising to the Challenge: Coastal Architecture Confronts Rising Sea Levels

From amphibious housing in the Netherlands to floating schools in Lagos, new architectural typologies are reshaping the intersection of coastlines, communities and climate resilience.

The shores of IJburg in Amsterdam showcase an experiment in amphibious living. Architect Koen Olthuis and his firm Waterstudio.NL lead in floating housing, exemplified by the Schoonschip community—46 homes designed to generate energy and manage water sustainably. As sea levels rise, IJburg’s model is a vital case study in adaptation.

Coastal architecture now emphasizes resilience. The Makoko Floating School, designed by Nigerian architect Kunlé Adeyemi in 2013, served as a prototype for flood-prone communities. Although it collapsed in 2016, the project sparked discussions on climate-responsive design in sub-Saharan Africa. Adeyemi’s firm, NLÉ, later developed the Makoko Floating System (MFS), which has been used in various contexts, including a floating music hub in Cape Verde.

Rising sea levels have reshaped debates about coastal architecture aesthetics. The Bjarke Ingels Group (BIG) won a 2018 competition to design The Dryline, a 10-mile flood protection system for Lower Manhattan. This project integrates public parks and cultural programming, rejecting utilitarian engineering. Kai-Uwe Bergmann of BIG stated in a 2020 interview that the design avoids a “wall mentality,” merging infrastructure with urban life. Construction on parts of The Dryline is underway, though its full realization depends on funding and political support.

In the Maldives, Dutch Docklands’ floating city initiative envisions a modular urban system of hexagonal platforms for 20,000 residents. Set for completion by 2027, this project highlights the potential and limitations of floating infrastructure. Concerns linger about its environmental impact and accessibility for locals.

Critics argue that high-profile projects like the Maldives Floating City cater to luxury tourism over local needs. The Bawa-inspired villas at Anantara Dhigu Maldives Resort illustrate the tension between ecological sensitivity and affluent demands. In contrast, community-driven models like Sausalito’s floating home community in California demonstrate how vernacular adaptations can offer long-term housing solutions under different socioeconomic conditions.

Technical challenges in coastal design intertwine with environmental ethics. The Vejle Fjord project by EFFEKT in Denmark showcases how small-scale interventions can yield significant benefits. Completed in 2022, it features elevated walkways and educational spaces that celebrate natural dynamics rather than dominate them. EFFEKT’s co-founder Sinus Lynge described it as “a dialogue with the sea,” emphasizing the need for negotiation in coastal development.

Globally, the push for climate-resilient coastal architecture faces systemic hurdles. Policies often lag behind technological advances, while financing skews toward projects with immediate returns. The Tetra-Shed initiative by British architect David Ajasa-Adekunle stands out, offering modular units for rapid deployment in vulnerable areas. Trials in flood-prone Bangladesh in 2021 showed its feasibility, though regulatory barriers hinder wider adoption.

These examples highlight a tension in coastal architecture: how replicable are these designs? The Makoko Floating School inspired global discourse, yet its applicability is limited. Similarly, ambitious projects like The Dryline risk overshadowing smaller, impactful initiatives.

A consistent theme is architects as mediators between human and ecological scales. As Olthuis has stated, “We need to stop seeing water as the enemy and start designing for it.” This sentiment resonates in projects like Baca Architects’ amphibious houses along the River Thames, which adapt to floodwaters without displacing ecosystems. Completed in 2015, these homes illustrate how context-specific engineering can challenge binary notions of land and sea.

Coastal architecture has evolved beyond mere reaction. It tests broader questions about humanity's adaptation to planetary limits. Whether through floating platforms, amphibious housing, or integrated flood barriers, these projects focus on coexistence with nature. As climate forecasts worsen, the urgency for scalable, inclusive solutions intensifies. The architectural community, despite its ingenuity, is only part of the solution. The larger battle will unfold through policy, education, and collective action.
