Circular Cities: How Industrial Spaces Are Becoming Sustainable Design Hubs

In New York and London, former industrial sites are being reimagined as centers for circular construction, redefining urban design and sustainability practices.

Overlooking the Gowanus Canal in Brooklyn, a former warehouse now serves as the heart of New York City’s circular construction movement. Managed by Big Reuse, it transforms debris from demolished buildings into reusable materials for new projects. This initiative highlights the adaptive reuse of industrial spaces as centers for sustainable innovation.

In London, The Forge, a prototype office space near London Bridge completed in 2021, exemplifies similar principles. Designed by Piercy & Company with Bryden Wood, The Forge employs a construction methodology that reduces material waste by over 25%. The materials are sourced from deconstructed buildings in the city. Supported by the British government’s Innovate UK programme, this project illustrates how modular adaptability aligns with circular principles.

Both examples emphasize rethinking waste. "These hubs encourage us to rethink waste—not as an endpoint, but as a resource," says Jennifer Leung, a scholar of sustainable urbanism at the University of Cambridge. The circular economy, popularized by the Ellen MacArthur Foundation, emphasizes designing out waste and maximizing material use. Cities, with high construction and demolition rates, are ideal for implementing circular principles.

However, scaling these concepts poses challenges. Breaking down industrial infrastructure into reusable components requires skilled labor and advanced technology. In London, the ReLondon initiative has invested in equipment to separate mixed materials, from steel girders to crumbling concrete. In New York, Big Reuse relies on partnerships with construction firms, but funding remains precarious after a Covid-related budget shortfall in 2021.

Architects and urban planners play a crucial role in this shift. While adaptive reuse generally has lower carbon costs than new builds, it is often less profitable. "The economics of sustainable urbanism often clash with the priorities of private developers," notes Leung. Architects navigate ecological responsibility, financial constraints, and aesthetic considerations.

Some view circular construction as a cultural shift. The Sugar Hill Project in Harlem, designed by Adjaye Associates and completed in 2015, illustrates this. While primarily a low-income housing development, it incorporates repurposed materials and aligns environmental and social sustainability. The façade, made from precast concrete panels, recalls the historic masonry of the neighborhood, linking past and present.

These projects raise critical questions. Can a circular economy scale to meet global urbanization, where nearly 70% of the world’s population will live in cities by 2050? More immediately, how do cities balance the urgency of sustainability with the inertia of existing practices? According to the World Green Building Council, buildings contribute nearly 40% of global carbon emissions annually. Without systemic change, even innovative projects risk being overshadowed by this statistic.

Yet, momentum is building. Rotterdam, Amsterdam, and Copenhagen are piloting citywide circular economy strategies, incorporating zoning laws that incentivize adaptive reuse and penalize excessive demolition. New York City’s Local Law 97, passed in 2019, sets stringent energy efficiency requirements for large buildings by 2024, encouraging retrofitting over replacement.

These examples highlight a shift in architectural thinking. Buildings are no longer viewed as linear life cycles. Instead, architects and urban planners design structures that can be disassembled, repurposed, and reassembled. As Michael Braungart and William McDonough argued, "waste equals food"—a principle that circular design seeks to operationalize in urban contexts.

This shift redefines the architect’s role. Instead of solitary creators, architects become coordinators of material flows, collaborating with engineers, policymakers, and contractors. This collaborative approach is evident in The Forge, where Bryden Wood’s engineers perfected the modular system while Piercy & Company handled aesthetics.

As cities like New York and London push these limits, they offer a glimpse of a possible future for urban design—one where the remnants of the past become the foundation for a sustainable architectural practice. Whether other cities can follow depends on political will and technical ingenuity.
